Go to the Reference Section and ask for that particular law. In it you will find, though I do not have the exact wordings here, technically you have committed a felony when you are holding a communicating device in your palm(in this case a hp) while you as the owner or driver of a motor vehicle which is IN MOTION.

maybe look ard your mirrors before taking the handphone for a look. safer. if sms i think its better to stop the car. If just take a look and see who calling u should be ok.

Earlier at 7pm+, was on my way to Jurong via KJE. The rightmost lane has a long queue of cars and travelling <90kph. I saw a dark trajet hogging the lane. When it slowly filter to the 2nd lane and I drive past it, saw the driver holding the phone by his ear. What an idxxt!
