A Bangladeshi cleaner was granted a discharge not amounting to an acquittal yesterday over the death of an Indonesian maid, whose body was found in a water tank. But the cleaner faces new charges not related to the murder. Repon Mostafa, 29, had been charged with the murder of Ms Ruliyawati, 30, on the rooftop of Block 686B Woodlands Drive 73 in May last year. He now faces five new charges not related to the murder, including three for trespassing on the rooftop of Block 686B last year. The other two charges relate to possessing an obscene film and eight uncertified video files containing films in his mobile phone. District Judge Lim Tse Haw ordered Mostafa to be remanded after he failed to raise $5,000 bail. His case was adjourned to July 24 for his lawyer Ram Goswami to take instructions from his client. He landed on a car, giving the driver and passenger a shock. Police said they received a call at about 5.05 pm that a person was lying motionless at the foot of Shaw Centre. The deceased is a Malay man in his early 20s. He was pronounced dead at about 5.15 pm. The driver said he heard a loud bang and saw something land on his windscreen. He stopped the vehicle, got out and saw the body lying on the road. Channel NewsAsia understands that a young woman, seen boarding the ambulance, was with the deceased when the incident happened. At the close on Wednesday, the premium for big cars jumped S$4,200 to S$4,889, while that for small cars rose S$3,440 to S$4,460. In the Open Category, where the COEs are usually used to buy cars, the premium went up S$2,889 to S$5,889. For goods vehicles and buses, the COE price was S$1,600 higher at S$4,190. The premium for motorcycles meanwhile rose S$100 to S$801. Car dealers said the jump in COE premiums was due mainly to the government's recent announcement that it will cut the COE quota this year by 24 per cent. However, observers said the industry is struggling to maintain itself during the economic downturn. Vincent Ng, product manager of Honda agent Kah Motor, said: "Most of us are selling our cars at little profit or no profit. I would even speculate that some of us are making some sales at a loss. So in the short term, it's not so good." Car dealers said they expect the COE premiums to hover around the current levels, adding that it is unlikely there will be sharp spikes despite the impending cut in COE quota. Despite the spike, analysts said it is premature to talk about any strong rebound in the property sector. Colliers International's director of research and advisory, Tay Huey Ying, said: "I wouldn't say that this set of May numbers give a positive indication that the market is moving. But I think looking at last six months' developer launches and sales volume, the market has reached a stable state, with launch volumes at 400-450 range, and sales volumes at 300-350 range. "The fact that market can reach this consistently, despite prices remaining stubbornly firm, this means that the current price levels are well supported by homebuyers." Analysts added that even though May numbers come as a pleasant surprise, this bump upwards is also typical of the yearly property cycle. Propnex Realty CEO Mohamed Ismail said: "The number has picked up a fair quantity compared to April. Generally speaking, the second quarter usually does better than the first quarter. Things start to pick up, and in the month of April, May, June, July, one can expect (the) numbers to grow." Ms Tay pointed out: "Monthly fluctuations in developer sale and launch volume (are) to be expected. But this set of May numbers... is indeed a very pleasant surprise." About 61 per cent of homes sold in May were under S$1,000 per square foot, suggesting that purchasers are genuine homebuyers, rather than speculators. Analysts said a large decline in prices is unlikely going forward, although a marginal dip of one to two per cent may be possible. "This is, to an extent, a buyer's market. On the other hand, developers are not bringing the price down drastically. Many (are) holding prices because (the) fundamentals of economy and demand of such properties (are) still there. So I don't expect prices to slide down," said Mr Ismail. Knight Frank and CB Richard Ellis also noted that prices have stayed firm, contrary to market expectations. Although some analysts called this a buyer's market, they also noted that sellers are taking a more measured approach. Polis have informed that a raid was carried out in workers quaters at the Mandai area following public tipoff of a man believed to b Mas Selamat Kasteri, the wanted criminal who escaped last month from the Whitley Road Detention Center. The raid carried out at around 10pm involved teams of officers from SAF, SWAT, SCDF, Polis and Certis Cisco who surrounded 1 kilometer leading to the area, turning away all vehicles from entering the Neo Tiew Road. At 11.30pm, the team of SAF commandos and SWAT team entered the compound in 3 direction,taking control of the 4 blocks of worker's quaters. R. Torkoknathan one of the security guards at the compound was astounded by the appearence of these armed men and was one of the first few persons who were secured down. "I was shocked, they come so many of them. This is like a tamil movie" At midnight, the operation begin. Armed with submachine guns, the polis entered the3rd Storey level of one of the block where Kasteri was believed to be hiding. Gunshots were exchanged for the next 10 minutes. And soon the fighting was over. The polis quickly arrested 10 men in connection with the shooting. One polis officer was shot in the leg whilst entering the unit and Kasteri was said to have been shot at least several time.
