Several few reasons.

Car too new. Can only transfer out 6 months after registration.(unlikely, pay penalty can transfer)

Owner never renew road tax. Car is being blocked from transferring.

Car being repossessed by finance company. Car is being blocked from transferring.

Car is stolen/lost. Car is being blocked from transferring.

Licence plate is being transferred out. Unable to check transfer fee.

If u wanna check the BM is real or not just key in a later transfer date. Vehicle under 3/6 months cannot transfer. So u can try 08082009! [laugh]

Road tax must go with the car.

Loan cannot be transferred. The current owner must full settle the car before transfer.

The new owner must secure his loan and requires to have a valid insurance before transfer can be done.

During transfer, does LTA require to see the insurance coverage. Can transfer 1st before buying insurance for the new owner?
