Can only transfer out 6 months after registration.(unlikely, pay penalty can transfer) Owner never renew road tax. Car is being blocked from transferring. Car being repossessed by finance company. Car is being blocked from transferring. Car is stolen/lost. Car is being blocked from transferring. Licence plate is being transferred out. Unable to check transfer fee.
