It seems to me that more and more cars especially vans and taxis seem to have their high beam turned on by default. Just wondering whether it is USUALLY accidental or on purpose one.

Their headlights are out of alignment. Simple as that.

Fleet vehicles belonging to a company are not as well taken care of as a privately owned car.

If you are so bothered by it just switch lane lah.

More like mis-aligned headlamp. For Taxi, usually the older ones, one side is extremely bright and aligned higher but. The other side being yellowish and aligned at normal level.

i have ever encountered a civic across a traffic junction with super bright hid lights shining straight into my eyes

i high beam for 1 or 2 secs to indicate that his lights are very high then switched back to normal lights

instead of getting the message, he on back highbeam at me until i managed to turn away... MOFO!
