I thought it was quite an open secret, they complement each other

 

I used to be very close to the son of one of our local triad leaders. When the guy passed away, I went down to the funeral with his family. When I arrived, to my surprised, I saw a whole table of CID officers, another with my commander and other key officers from my div and PHQ (think those who knew me were even more surprised that I came with the family ) So I figure its about the same here.

 

Anyway IMHO triads are bad on paper, however they are good because they enforce a code of conduct amongst, and between themselves, and no I'm not talking about those kids playing gangster. They prevent rampant lawlessness. Besides the triads are about making money, not causing trouble. Even now there's still a sort of grudging respect between the police and them (again not referring to the gina's).
