Exasperated motorist takes 200 photos of errant heavy vehicl

From what I can see, this is definitely a TP tolerated act. This evening on TPE towards SLE, there is a TP standing at the road shoulder "looking" at oncoming vehicles. As usual, commercial vehicles are hogging lanes 2 and 3 leaving large gaps in front. This TP is not doing anything, so simply I can say it's a tolerated act by them.

Leaving a large gap infront doesn't mean the vehicle is not overtaking another vehicle on it left. Commercial vehicles are allow to travel center lane for overtaking.
