MEDIA RELEASE 01 SEPTEMBER 2004

Auto-Transmission: A New Form Of Testing

Traffic Police recognise that more new vehicles registered have automatic transmission. From 1 Jan 2005 onwards, learner drivers will be able to take their driving tests using Automatic Transmission Vehicles (ATVs). Drivers who pass the ATV test will be issued a new class of licence - Class 3A.

2The move to introduce this new form of testing was decided after a review conducted by the Traffic Police, together with the driving centres and Singapore Driving Instructors' Association (SDIA). The Land Transport Authority, the National Safety Council of Singapore, the Automobile Association of Singapore, and the Motor Traders' Association were also consulted in the review process. Based on feedback from the public and driving schools, we understand that more licence holders are driving ATVs after passing their driving tests.

3The three driving centres, namely Comfort Driving Centre, Singapore Safety Driving Centre and Bukit Batok Driving Centre as well as SDIA have been informed prior to this announcement and have been given lead time to prepare their new curriculum and acquire ATVs. While the centres will provide their own training packages, the testing syllabus will remain the same for all and will be conducted by Traffic Police testers. Private Driving Instructors (PDIs) can also choose to coach students using ATVs.

4Drivers who wish to learn and be tested using Manual Transmission Vehicles (MTVs) for a Class 3 licence can still do so. As a continuation of the existing practice, Class 3 licence holders are allowed to drive both ATVs and MTVs. A component on driving on ATV will be added into the existing Class 3 curriculum to raise the competency and skill level of learner drivers. As for Class 3A licence holders who wish to drive MTVs, they will have to pass a practical test and obtain a Class 3 licence before they can do so. They may undergo training provided by the driving centres or the PDIs prior to the test, in order to familiarise themselves with driving a MTV.

5Current Class 3 licence holders will not be affected by the new Class 3A driving licence. They can still choose to drive either MTVs or ATVs.

6Police will take enforcement action against those who drive without an appropriate licence. They may face charges of driving without a valid licence, which warrants a fine of up to $1,000 or a jail term up to 3 months for the first conviction. The offender may also be charged for driving without valid insurance coverage, the penalty of which may be a fine up to $1,000 or a jail term not exceeding 3 months, or both. The offender will also be disqualified from driving for at least a year.

7Frequently Asked Questions are available on the websites, www.spf.gov.sg, and www.ecitizen.gov.sg . Members of public can approach the driving centres for details on their training packages.

Q1 How many employer would buy a auto car for its employee to use in the course of the work? Please assume a SME company setup and a kiem siap boss.

Q2 I wonder how would the authority going to enforce this, making sure that the driver behind the wheel is 3A qualified only?

One way I could think of is probably hving a '3A' hanging on the rear windscreen but then that does not mean that a truly Class 3 qualified driver cannot drive. Imagine if the LTA Enforcement or the TP would to stop evry '3A' car to check the driver's licence.

Personally, I still feel that people should learn manual first. Then can proceed to auto anytime. tongue.gif

Unless the car industry intends to move towards ONLY building auto transmission cars. crazy.gif
