Actually it could also be a case of the height limiter adjusted to the wrong height. It happen to my friend below. He was driving his company van and tried to enter a MSCP. He slow edge to the limiter and his van clear without hitting the limiter...so he continued into the CP, go up the ramp and BAM!

 

He quickly reverse out to the entrance instead of continued on like your encounter (He's the boss so the van is technically his)

 

Wrote a complaint letter to towncouncil who reply they will follow up and check the height.

Well, I will not be surprise if the driver is a FT and definitely the van does not belong to the driver.

Sometimes, the height of the ramp is not taken into consideration. The contractor simply take the lowest height of the beam and use that as the height restrictor's height. Yes, it can be that stupid.

 

I have seen the rear passengers helping to push up the height restrictor (Those with chains at the bottom type) to clear their vehicle. Yes, it can be that stupid too.
