But it really surprised me that they are able to hold off the activation since it was put up on Day 1. The garment don't built them for nothing. They'll want to see the returns asap too..... Finish building all the flats in sengkang and punggol so that they can contribute to KPE's traffic. (actually step 1 optional la, come to think abt it) 2. Raise KPE's speed limit to 80km/h (they promised to do so) 3. Then raise KPE's optimal speed. 4. Then announce that average speed of KPE's cars in peak hr lower than optimal speed. 5. Then must say that it affects infrastructure, economy, etc. Then get all the puppet economists to support this view. 6. Then must say "As government's new initiative to improve traffic conditions for the BENEFIT of Singaporeans", we are going to launch ERP in KPE.
