Need advice regarding spalling concrete

Why go town council? I called HDB and the problem solved in less than a month. Paid 25% of the cost. But the painting of the ceiling by HDB contractor is a very thin layer of paint which will start peeling after a year or so. 

 

if I am on the top floor, still need to pay anything for ceiling spalling works ? HDB just did some works on the roof .... and then contractor went to every house on the top floor to check if go problem or not ...
