Those are unclaimed persons when they exhumed graves to build up Yishun. Don't need to be particular about ex cemeteries...Big parts of Yishun used to be cemetery. Orchard and Tanglin also. So all ashes are exhumed to be transferred to Mandai columbarium FOC by NEA or relatives themselves can transfer to other private columbarium. The arrangement/selection of new location was carried out by NEA in early March in Mandai.
