Video Format

What you mentioned like vga, xvga is just the size of the video, nothing to do with format.....

The term best depends on what you want... Best quality vs best compression.

For keeping it for viewing purpose, most common is matroska, h264... But cpu usage is high. Forget it if you try to playback hd reaolution on atom pc.

For editing purpose, mjpeg would be best...

i think mp4 is probably the best format to stick with. most commonly accepted HD video format across devices.

especially if u want to stream.

mp4 file extension is strictly speaking, just a file container format. The video stored in he file can be any formats... Most common is h.264, aka avc format...

If you are talking about video quality HD 1080p is the best. It's also called full HD coz there are lesser HD like 1080i, 720p, 480p, 320p.

But best you also have to look at how big is your device doing the playback. Like smartphone or tablet size usually HD 720p or HD 480p is good enough and they can be of .avi or .mp4 extensions. Most of the HD1080p is in .mkv extensions which the audio I think is in DTS format or digital surround sound. It takes up a hack lot of storage space for full HD movies.

IMO depending on the size of your playback device select the format which is suitable for the screen. Choosing the best can be an overkill especially when your device does not support the full HD and it's a waste of storage space. File extensions cannot determine the quality of the video. You can only find out from the source of the video or the file says in hd format or during playback.

vga = 640x480

sxga = 1280 x 960?

D1 = 720 x 480

FHD = 1920 x 1080

High res doesnt necessarily mean good quality. Could be digital expanded image or using poor lens or poor ccd.... Anyway, best is try fhd first and see if can see car number plate....
