When you report an open-ended accident to your insurer without the other party signing the private settlement form, your insurer will immediately penalise your NCD to cover their own ass, even if both parties didn't claim anything in the end. Under road traffic act, I think there's X number of years that a claim can still be made. The only way your insurer is willing to waive your NCD penalty is for the other party to sign the private settlement form (which sounds unlikely in your case). For my case, the other party was a comfort taxi driver so luckily I was able to obtain a direct email from Comfort even though the taxi driver was unwilling to sign anything. IMHO, you're better off claiming against the other party (at least a chance for success) compared with the double whammy of paying 100% of your own repairs + the NCD penalty with higher premium during next renewal. I agree with you about filing open-ended accident from my experience too. There was once my side mirror cover was torn off when I was stuck at a traffic jam and a motorcyclist zoomed past so close to my car that his left handle brushed against my right side mirror cover and tore it away out of my sight. He just sped off after looking back briefly. It happened so fast that I could not even capture his license plate number and neither could I give chase as cars in front were stationary. The incident happened when in-car cameras were still rare and neither did I have one installed. I had naively followed the insurance T&C to file an accident report even if there was no claim to be made. When my motor insurance was due for annual renewal, I was taken aback in finding the premium significantly raised. When I checked with the insurance company on the raise, they explained that even though it was a hit-and-run case, it was their policy to make provision for a number of years in case the motorcyclist might have injured his fingers and one fine day decided to file a claim. Bcos the left lane for Scotts must turn left. However, the exit to Bt Timah Road is always arguable. You have the right of way to go straight. But will be liable for not exercising precaution. Atonchia Supersonic June 22, 2017 Share June 22, 2017 I would also self settle (though I think other party might have suspected he might kanna 100%, or at best 50% so its lose lose if he claims IMO) Ps - Last time a cabby hit me and run I lodge a report to my insurer, from what I was told once the report with insurer is lodged they will proceed to claim the other party unless there is a signed agreement that the other side will not claim. This is to indemnify them in case other party comes and claim. So lodging a report with the insurer is as good as claiming from what I was told. Thats what the WS told me. After I got the signed letter from the cabby that we settle private then the insurer dropped the case. Woh that I dunno hoho, last time I kanna they were still around Got quite a few companies leh http://www.idac.com.sg/ Can report and don't claim.Can also report claim but don't do repair. Coincidentally, my case also involved a taxi swiping my side mirror but there were only scratches so I decided not to claim against him. That was even after he shouted at me and tried unsuccessfully to extort $200 for damages. I told him just go claim against me if he really felt I was wrong. In the end, I found out he didn't even dare to report the incident after I wrote to Comfort to find out what's going on with the increased NCD.
