Neutral Newbie

Hi experts! 
Has anyone encountered this PARF Forfeited before 10yrs situation before? Car advertised as Parf when listed on SGCarMart, but log card shows Parf forfeited after deposit paid to dealer. Deposit has been returned, but dealer also dumbfounded by this log card. 
Please advise! Thank you!

Hi all newbie here. It will be a long read but please bear with me. 
TLDR: LTA claims the approved aftermarket exhaust has been tampered with and wants me to pay a fine.

I received an enforcement notice in the morning for a modified exhaust. The officer wrote “no diffuser” on the notice. The next day, I went to the nearest inspection center for verification. The Vicom officer checked my vehicle and claims the silencer cone was missing. He showed me a comparison picture of the registered exhaust and the current one. Stared at the pictures for a good 20 seconds but could not find any noticeable difference except for my adjustable, slidable exhaust tip, which was extended slightly. He instructed me to visit my workshop to rectify the silencer issue. I didn’t argue and accepted his assessment.

At the workshop that had authorized the muffler, the mechanic inspected it and confirmed there were no signs of tampering or alteration. He also compared it to the exhaust picture taken during registration and said it was identical, with the only difference being the position of the exhaust tip. I then went to another nearby Vicom center to clarify the issue with a different officer. After consulting with his colleague from the first inspection center over the phone, he advised me to push the exhaust tip back inside and return for reinspection.

I had the adjustment done at a nearby workshop and returned to the officer. After checking and taking a few photos, he gave me a thumbs-up and said everything was in order and even printed out that I passed the inspection.

Fast forward 19 days, I received a summons letter stating: “THE SAID VEHICLE TO BE ALTERED; TO WIT, A VEHICLE PROPELLED BY AN INTERNAL COMBUSTION ENGINE WITH AN EXHAUST SYSTEM THAT IS NOT APPROVED FOR USE BY THE REGISTRAR.” And I have to pay $1000 fine. 

On the same day, I called the LTA helpline and explained the situation. The officer advised me to submit an appeal, which I did immediately. After waiting more than nine days, I received a status update that my appeal was “unsuccessful,” but no explanation was provided. I also didn’t receive an email reply detailing why it was rejected. I called the helpline again, and a different officer told me they would escalate the issue further.

Now, I’m unsure what to do. I’ve been using the same exhaust for the past three years and have passed yearly inspections without any issues. The exhaust sounds also the same as when I got it. While I don’t mind paying the $1k fine, it’s frustrating that I followed the proper channels to authorize the muffler, only to be accused of using an altered and unapproved system.

Alternatively write in to LTA together with all certificates/pictures and the most important "CC" your area MP.

MP email address should be able to locate at those HDB block lift lobby notice board.
