COE obtained but no car

I got a Kia Stonic OPC from KIA SG in during its launch weekend, at that time was promised by my SE that stock is available, CNY delivery definitely not a problem, only problem is whether can get COE or not. 

 

He even wrote down on the sales order form that delivery is "Before CNY".

 

I got my COE at the second bidding of December. 

 

However, following that, he just tell me to wait till mid-January to pay the rest of the payment. 

 

Come mid-January, no sound no picture from him, had to check with him whats the next step. He gave me a date to go down to settle the rest of the payment. I checked with him whether still in time to take car by CNY. This time he was more reserved, keep saying he is trying his best. Less confident than before.

 

When I met him to sign the SA, the Sales agreement already allocated chassis number etc, but delivery date is a range from December to 9 Feb. So I asked him again whens the estimated date I can take the car, he told me no problem, 25th will register car, after which 3 working days to process, so around 30-31 can do collection. He still told me will give me the car plate number early so I can do the car park etc. 

 

Lo and behold, 25th comes about, no news from him at all until I have to check with him in the evening. This time, he tell me, car is NOT REGISTERED because for OPC the car needs to be ready before can register (to do the sealing of car plate). Furthermore say got delay as everyone rushing for CNY delivery. So I asked if delivery before CNY still possible, he just keeps saying trying his best. 

 

The reason why I got this car and did not consider others is because they say can deliver before CNY. Or else I would have so much more options. I also would definitely go for NG Bid

 

In cases like this, a few questions:

 

1) Does the Sales Order form hold water? Given that its stated delivery is before CNY, but SA is different date. 

2) I am not very pleased with his attitude (to close sales, everything no problem, after closing the sale, everything trying his best. Furthermore, he seems to lack the knowledge on how OPC registration is like.). Do I have any other recourse here?

2) I am okay if they give me a rental car for the first few days of CNY, but what is the likelihood? Has it happened to anyone before?

 

You could have requested for $1,000 in service credits as compensation, saying that you need to spend money to rent a car to drive during CNY.
