Structural is usually the developer responsibility for the lease period. So in this case should be HDB because they built this on a 99 years lease. TC didn't make noise because brothers har? Right or left pocket same? Maybe people in the know can enlighten otherwise kanna accuse.

Article mentioned that from the video, a vertical cable at the centre of the bridge's steel arch suddenly snaps.

2 still missing. 4 bodies found. 

RIP

If one cable snaps can lead to the collapse  of the  bridge, the architect has to explain how much  safety factor he has built into the structure.
