Works similar to Skype, rides on your mobile data. Create an account and top up with some money. The rates are pretty competitive. Launch the dial menu, punch in the country code and number and there you go.

IMHO, the best (cheap) sim only service for frequent travellers is Simba. It covers many countries. Don't need to worry if current plan will have coverage at a particular country or not. Even if travelling to countries not covered by Simba's Group A (eg : Russia, Africa, Maldives, etc), just pay a bit more for the data.
If the smallest $10 plan is insufficient, there are larger Simba plans to look at.
At Simba's pricing, really no horse run. 
The downside is, Simba is sometimes unreliable for first time travel to the foreign country. Need to wait awhile for the network to log-on.

If looking for a more reliable multi-country roaming plan, then use M1 Enterprise.
Forget about those other telcos with free data for only 4 or 5 other countries.

After taking over M1, I hope Simba doesn't increase their prices. M1 is a money pit.

The ironic thing is they are great for overseas but locally, they sucks. No reception in a lot of places.

If you switch to Eight or Simba, then no issues.
