All the more this type of driver will use TSS as they are not overconfident with their "skill".

Does the DRCC or ACC work under speeds of 40km/hr? Or does the system comes to a total stop on its own?

The earlier versions will ask the driver to take over braking under speeds of 40km/hr.

IMHO.
In my testing for TSS 3.0,  the DRCC seems to be full range from 0 km/h.
At red light with another vehicle in front,  the vehicle will brake and stop by itself.
To continue,  press RESUME button or tap on the accelerator.

LoL I dont mean that. What I meant was traffic speeds gradually come to a slow to under 40km/hr eg. heavy traffic on the expressway.

IMHO.
In this scenario,  the vehicle will slow down and follow at a pre-determine "safe" distance at speed below 40 km/h.

IMHO.
For those who like to be reminded of the road's speed limit, can turn on RSA,   Notification Method to Visual & Audio.
The audio won't be constant reminder,  just once when exceed the limit.

Should be good when in red light camera zone.
