My fren has applied hdb loan etc for the resales flat...then on the day of key handling...the owner decided not to sell and is not returning the 5k deposit any sooner. what sld my fren do now? is there a need for lawyer letter?

Finally signed on the paper, got myself a cerato booked. Initially booked on H/B but this morning change to sedan Imperial Blue (w/o spoiler). Shipment arriving 3rd Dec, so estimated to collect car on 20th Dec. given immediate COE open cat $22001. Get $500/- loyalty discount from the selling $, so only bought @ $52499, and lucky draw of $488 cash vourcher. Freebies wise......
