Advice needed on bumper repair

My beloved 2 yr old blue honda city was a victim of a hit and run today

 

parked my car at my house carpark last nite

then when i wanted to use the car today to go to work, noticed a big dent at the FRONT bumper. The headlight not affected.

 

Asked for nearby witnesses, no one saw anything.

 

Need advice on where to repair.

 

and also, if any advice anyone can give to nab this S.O.B who whack my car?
