From my understanding, the reverse price is not set by SE. Most big ADs will have a team of people monitoring and deciding how much to bid for each customer. They may even classified the customer into different group such as when they book, how much they pay for..... Most of the time, not all customers were given the same reserve price. If all same reserve price, meaning they either secure COE for all or None. Not very good for them as they also must plan their delivery, how to deliver one shot if one shot gotten all COEs?
