good Quality tires tested for Safe Journey like Handling not just speed also negotiating Bend and Braking Distance which Many overlook ,

i will rather buy a Good Preowned Branded tire than New .fresh Low quality product.

Take away cases where driver over speed to 150+.

I believe most tyres ( for cars ) that are sold in sg are good enough for normal driving. Be it branded or non branded. 90-120.

As for used branded vs fresh non branded. It really depend. 

If u buy a set of fresh branded that use for 10k for 1 year. That tyres is 2 year old. It's good enough.

But if that set of used tyres is already install for 3-4 year expose to natural environment. No matter how much thread left. I will take a set of fresh non branded over it.

Tyres technology have been improving leap and bound compare to 10 or 20 years ago where non branded tyres is really cannot use.

I doubt there is any approving authority for the sale of tires in SG. 
anyhow it is during emergencies where the tire is tested to keep you safe or crash. And this is when you need them to save you the most. In normal regular driving all tires will be ok. 
but you hear people claim they are safe drivers, so what… if you need to do a real emergency stop due to an idiot in front don’t you want a good tire to help you stop instead of ploughing into the rear of the dump truck

MAX in Sg is 90km/h , base on this any tire is good enough

@Mkl22actually LTA website did mentioned  something about tire, our Authority mindset try not to regulate because it may push up the prices of the items(demand and supply).

LTA not fit to regulate anything. Not only zero but 100% negative confidence in them doing anything right.
