but we are paying for road tax! we are paying for roads that are reasonably smooth..if a tree comes falling down in front and too late to brake..we can only blame ourselves? we are paying road tax for maintenance of the roads for safe driving regardless of external factors..our roads should be safe because we pay road tax..as road tax is implemented by the government, is it reasonable to claim from them because they failed to ensure safety on the road?

Sound reasonable. But in Singapore, different rules apply. The rule that the Government make, which reasonable or logical or not (to the common folks) is not critical.
