I doubt you will 'lose' the existing COE.

Will get refund the 'balance' after pro-rate, no?

Once u renew yr COE before the 10 yrs, any existing balance COE rebate will be $0, even if u decide to scrap yr vehicle before the 10th year. Correct me if I'm wrong.

Look here: Renew COE for an existing vehicle

Seems like will be forfeited.

The question is more like if you deregister before the renewed COE expiry, will you get a pro-rated refund?

you are right - no refund of balance. Means to say once you decide to renew COE, your PARF can throw out of the window

Ye, deregister will get prorated refund from OMV + COE. Got the deregister e-service function on onemotoring

I'm talking about AFTER COE renewal, understand that existing COE and PARF will be forfeited, but no info on COE rebate after renewal if deregister before expiry.

Anytime before current COE expiry. But as above you lose your existing COE + PARF and you get a new lease of COE for the next 5/10 years following renewal.

I think this is to prevent those 90k COE from renewing when COE drops to 10k and getting some 80k back - essentially plugging this loophole

But there is still no answer on whether there is a COE rebate if dereg after renewal (for the renewed COE portion)

Sorry to ask..... will I get/can I use my parf to offset the renewal of coe( 5 or 10years)?? I understand that we will get back our parf of 55% if we renew at year 9. And more parf will be given to us if let's say we renew earlier.... pls advice.

yup.

but nowadays not so bad as LTA will return the sum directly to car owners.

It use to be the case when its only able to offset from buying new car. If not getting one, only revenue is to sell the paper to car dealers where they may charge up to 3%.....crooks <_<
