I think they are and they are using the equipment life cycle to plan the reorganization around because of budget constraints tied to equipment stockpiles which are rather large.

 

it takes many years to wait out the stockpile replenishments to effect changes but by that time even planned replacements become obsolete. every reorg takes the hand me downs from other units also and there are lots of issues with this model. mainly inter-operability and structure. but then it saves equipment money but wastes NSmen time.

yea.. like in office when women not around men joke but when they around we cut it out, but its not enough because they will claim the office is a sexist environment. call it sexual harassment.
