Actually it is for others to give up their seat to in a train.

 

Left to right,

Man with Broken arm,

Woman with Child,

Pregnant,

Man with Broken leg.

The sign says man can sit if seat is vacate but if someone with a child carrying then the man have to vacate. Next if a pregnant lady comes along then that someone with a child carrying have to give up seat. Lastly if a pregnant lady is about to labor or has recently given birth then she has the most priority to seat.
