woah, what could cause a wish to burst into flames? It doesn't look modded.

Erm you can see it doesnt look modded from those pics? I am guessing this Wish might have a fuel leakage or there are some engine mods which has gone horribly wrong (done up by some lousy mechanics or he/she DIY wrongly).

Wonder can claim insurance or not?

If bought from BM and within it's first year of coverage, AIG will replace a car of similar value to you as a result of total loss. If bought from PI, good luck to the owner. [sweatdrop] [sweatdrop] [sweatdrop]

will NCD be affected in this case? suppose there is no illegal mod and it catches, in this scenario it is not the driver fault.

IIRC, as long as a claim is made the first 30% of your NCB will be wiped upon a clean slate. If you have less than 30%, it will be back to 0% for you without the need for a deficit. I believe you will have to pay the excess also... [scholar]

insurance will only pay the mkt value of the car. if car was bought at 60k. mkt value is only 40k. then the owner will lose 20k from the fire.
