Operasi yang dijalankan sejak sebelum Ramadan itu juga bertujuan memastikan bekalan barang-barang keperluan Hari Raya mencukupi bagi rakyat mereka sendiri dan sekali gus mengekang harga daripada melonjak menjelang musim perayaan. Dalam salah satu operasi di Laluan Kedua dari petang hingga malam Sabtu lalu, enam petugas yang berbekalkan lampu picit memeriksa kesemua kereta Singapura yang keluar daripada pemeriksaan imigresen Malaysia. Kebanyakan pemandu dilihat terkejut apabila para petugas itu mengambil barangbarang terkawal tersebut daripada but kereta mereka. Wartawan yang kebetulan berada di tempat pemeriksaan sekitar 8.50 malam mendapati operasi itu telah menghasilkan rampasan lebih 50 botol minyak masak dengan setiap satu seberat lima kilogram, beberapa kotak tepung, puluhan peket gula dan beras. Menteri Perdagangan Dalam Negeri dan Hal Ehwal Pengguna Malaysia, Datuk Mohd Shafie Apdal, pernah mengumumkan bahawa penguatkuasaan penuh larangan membawa keluar 10 daripada 20 barangan terkawal dimulakan 1 Mac tahun lalu. Menurut beliau, 10 barang kawalan yang diwartakan di bawah Akta Kawalan Bekalan 1961 itu ialah gula, tepung gandum, minyak masak, simen, petrol, spirit motor, gasolin motor, minyak diesel, gas petroleum cecair, bar bulat, keluli lembut, ayam dan baja. Diminta mengulas mengenai pemeriksaan di Laluan Kedua itu, ketua operasinya yang juga pegawai kanan Kastam Diraja Malaysia, yang mengenalkan dirinya sebagai Cik Ainilifah, berkata: 'Kami hanya melaksanakan peraturan sedia ada. Tetapi kami hairan kebanyakan rakyat Singapura yang cuba membawa keluar barang-barang terkawal itu mendakwa mereka tidak tahu-menahu mengenai peraturan tersebut. 'Kami sedar mereka beli barang-barang ini untuk kegunaan sendiri dan untuk menjimatkan belanja, tetapi perbuatan mereka salah di sisi undang-undang kami.' Harga sebotol minyak masak seberat lima kilogram di seberang Tambak adalah antara RM13.50 ($5.50) dengan RM15 berbanding $10 dengan $18 di Singapura. Menurut Cik Ainilifah, peraturan itu pernah disiarkan media elektronik dan cetak Singapura dan oleh itu 'mereka tak boleh kata tak tahu dan bagi kami mereka sebenarnya eksyen tak tahu'. Beliau mengingatkan bahawa jabatannya akan terus menjalankan operasi, terutama sehingga akhir Ramadan ini. Dalam ruangan Forum BH Sabtu lalu, seorang pembaca, Cik Sofia Akram, mendakwa beliau terkejut apabila pegawai kastam Malaysia mengambil barangannya seperti sepeket beras, dua peket gula dan sebotol minyak masak dalam pemeriksaan di Laluan Kedua pada 30 Ogos lalu. 'Saya bertanya kenapa kami tidak dimaklumkan perkara itu atau diberi risalah bahawa rakyat Singapura tidak dibenarkan membawa barangan itu balik ke Singapura? 'Pegawai itu menjawab laporan peraturan itu telah disiarkan melalui radio Malaysia dan terdapat juga nota pemberitahuan di pasar-pasar raya di Malaysia,' kata Cik Sofia. Sosaria Twincharged September 28, 2009 Share September 28, 2009 (edited) "Shortage" is not the main reason... these items are actually "barang barang terkawal", i.e. controlled goods. This is an alien concept here in singapore, which has no such 'welfare' scheme. Basically, food staple items like rice, sugar, oil, etc. have a fixed controlled price in Malaysia. The shopkeepers cannot anyhow raise or lower the price according to supply and demand. It works two ways - one, the consumers are protected from profiteering, and two, the rural farming community that produces these goods are not unduly shortchanged (i.e. they can get a fair enough price for their work, thus guaranteeing them a reasonable income). So you could say that the controlled goods are artificially priced low, relative to the prices we pay in Singapore. That's why hoards of people here go to JB to buy these goods, and that's also why the Malaysian Customs put their foot down once in a while... they consider it "smuggling". The low prices are, in a sense, subsidised by their govt, so they don't want foreigners to benefit from it. By the way, these controlled goods have been 'controlled' for a long time, and it's not a new scheme... it's just whether they choose to enforce the law strictly or not. I believe they are testing the system but not sure when they are going to use it. I believe the menteri besar also got kepala besar because if they activate the toll collection on the way back to singapore, the number of singaporean visiting JB will definitely reduce.
