The father of one of the men, who declined to reveal his name, told SMDN that his son, together with four friends, had driven into Johor Bahru via Woodlands Checkpoint at around 11am on May 7. The group of men, whose ages range from 25 to 27, then toured around Johor and Kuala Lumpur for approximately five days. At the end of their trip, one of the men decided to fly back to Singapore from Kuala Lumpur International Airport, while the other four men proceeded to drive back to Singapore from Johor Bahru. While the former had no problem getting through immigration, the same could not be said for the other four men, who encountered a snag at the Johor checkpoint. Detained and handcuffed According to the father, when they tried driving back to Singapore at around 4pm on May 11, they were stopped by an officer at the customs booth, who pointed out that their passports had no record of them entering Malaysia as they were not stamped. The father received a call then from his son, who was shocked at the turn of events, and was desperately trying to get help. The father immediately called the Singapore Consulate-General in Johor Bahru for assistance, and was finally able to see his son two days later on May 13. He mentioned that he was sad to see his son in handcuffs when they met. Had not checked passports to see if they were stamped The father told SMDN that one of the four men was a Malaysian, and so he was allowed to go back to his home in Johor Bahru before coming back to the checkpoint to record a statement on May 16. His son, along with the other two men, who were Singapore permanent residents, were then detained for seven days and fined RM3,000 (S$942) each. They were eventually released on May 17. The father produced a ticket received by his son, which indicated that he was detained for illegal immigration under Section 6(1)(c) of the Malaysian Immigration Act 1959/63. The son told SMDN that they had tried explaining matters to the customs officer, but to no avail. "When we entered Johor through the checkpoint and got our passports back from the officer, we did not check to see if they were stamped," he said. Previously, a Singaporean family of six claimed they were asked for "kopi money" after they were accused of "illegal immigration" for their passports were not stamped by the customs officer. In response, Johor Chief Minister Onn Hafiz Ghazi said he will "get the necessary authorities to investigate" the matter.

The Johor state government has requested RM30 million (S$9.88 million) in funding from the Malaysian federal government for the walkway, said Johor public works, infrastructure and transport committee chairman Mohd Solihan Badri on Sunday (Sep 13). The allocation request earlier this year was doubled from an initial RM15 million after a redesign to include escalators and air-conditioning, he added on the sidelines of the Johor state assembly proceedings at the Sultan Ismail Building. Under the proposal, the walkway will stretch 350m and end at the border with Singapore, said Mohd Solihan. "For Singapore, I’m not sure how long the distance is going to be," he added. It is estimated that hundreds of pedestrians crossed the Causeway daily on foot before Malaysia enforced the Movement Control Order in March to curb the spread of COVID-19. Although no action has been taken by the authorities so far, pedestrians are actually prohibited on the Causeway, according to Mohd Solihan. Mohd Solihan also said that Singapore has shown interest in extending the proposed covered walkway on its side of the Causeway. He said that several officials from the Singapore Consulate-General in Johor Bahru expressed interest in the project at a recent meeting. “They asked for the design of the walkway so that they can submit a proposal to their government to extend the walkway,” added Mohd Solihan.

Tee hoped that the top brass of the respective foreign ministries would work out a mechanism to reopen the border. “Reopening the Causeway and Second Link will enable both countries to recover from the huge social and economic impact of Covid-19, ” he said, adding that all government agencies should gear up with the proper SOP to handle cross-border movement. He expressed confidence that the relationship between Malaysia and Singapore would be better post-Covid-19.Once the border is reopened, he said the state government should move forward with its plans via the setting up of the Johor Investment Company (Jico) in Singapore to spur the state’s economy. Jico, which is scheduled to be opened by end of the year, is expected to be a platform for Johor and Singapore to discuss bilateral issues. It is similar to Singapore’s consul-general’s office in Johor Baru. Meanwhile, Johor Indian Business Association president P. Sivakumar said the closing of the two land crossings had caused much inconvenience to the people and businesses. “Many people are jobless since the border closed on March 18. How long can people survive on loans or borrowing from relatives?” he said. Besides that, Sivakumar said many families had been separated while many students studying in Singapore were also affected. “I have received hundreds of calls from people asking for help. Many people are wage earners who couldn’t cope with the high cost of living in Johor Baru. They are willing to adhere to the SOP that will be implemented as they want to get back to work, ” he said. “Social and economic problems will worsen when the government’s six-month moratorium on bank loans expires, ” he said. Sivakumar suggested that the border be opened in stages for economic activities while tourism or leisure should be in the final phase. “Malaysia’s SOP so far has been effective in controlling the contagion, ” he said. Officials in Malaysia and Singapore are working towards the targeted implementation of the Reciprocal Green Lane (RGL) and Periodic Commuting Arrangement (PCA) by 10 August 2020. The Ministry of Foreign Affairs announced on 14 July 2020 that both countries have come to a mutual agreement to implement the arrangements in order to address the needs of the different groups of cross-border travellers between both countries. The implementation of the RGL means that cross-border travel for essential business and official purposes between both countries will be resumed. Meanwhile, the PCA is designed to allow both Singapore and Malaysia residents, who hold long-term immigration passes for business and work purposes in the other country, to enter that country for work. Eligible travellers utilising the RGL will have to abide by the prevailing COVID-19 prevention and public health measures mutually agreed upon by both countries, which include undergoing swab tests. Travellers will also be expected to submit to the relevant authorities of the receiving country a controlled itinerary and adhere to this controlled itinerary during their visit. Those travelling across the border under the PCA meanwhile, may return to their home country for a short-term home leave, after at least three consecutive months in their country of work, and may thereafter re-enter their country of work to continue work for at least another three consecutive months. These travellers will also have to abide by the prevailing COVID-19 prevention and public health measures mutually agreed by both countries. The statement issued by the Ministry of Foreign Affairs states that the targeted implementation date is designed to give time for the relevant agencies of both Governments to continue their consultation and to finalise the standard operating procedures. The Governments of Malaysia and Singapore have agreed to publish the requirements, health protocols, and application process involved for entry and exit into Malaysia and Singapore, 10 days prior to their implementation of the RGL and PCA.

Immigration Checkpoints Authority (ICA) has warned that traffic is expected to be heavy between 25-28 Jan, reported Channel NewsAsia (CNA). Heavy traffic during CNY, delays expected at checkpoints According to CNA, ICA cleared a whopping 475,000 travellers on the Friday before Christmas in 2019. This is around 60,000 more than their daily average of 415,000 travellers. For the upcoming festive season, delays are expected since there will be security checks on top of the higher-than-average number of travellers. ICA said that “traffic build-up is inevitable”. Traffic departing from Singapore is anticipated to be heavy from 17-28 Jan. Meanwhile, arrival traffic to Malaysia during 25-28 Jan is expected to be slow too. Factor in extra time for travelling In light of the festive season, it’s safe to assume that crossing the checkpoints will take a few hours. To avoid any delays in your travel plans, it will be wise to factor in extra time for travelling. You can also check OneMotoring to check out the traffic conditions before you leave the house. Most importantly, remember to visit the bathroom before you head for the checkpoints. You wouldn’t want to be stuck in a jam with nowhere to run to. Check your passports ICA also reminded travellers to ensure that their passports have a validity of at least 6 months. Prohibited and controlled items like bak kwa and eggs, as well as firecrackers, cannot be brought across the checkpoints. Those who bring such items in should “proactively make declarations to… officers prior to checks”. Be gracious when travelling across the border While we might be in a hurry to get to our destinations, we should not forget to be gracious. Don’t cut the queues during the peak periods and be courteous to the officers who are working during the public holidays.

ICA Advisory: Traffic flow through the land checkpoints is expected to be heavy from 6 – 15 September 2019 heck On Traffic Situation Before Embarking On Your Journey Through The Land Checkpoints This September School Holiday Traffic flow through the land checkpoints at Woodlands and Tuas is expected to be heavy during the September school holiday period from Friday, 6 September 2019 to Sunday, 15 September 2019. Travellers using the land checkpoints during this period can expect delays and are advised to adjust their travel plans where necessary. Travellers Have a Part to Play Security at checkpoints remains the Immigration & Checkpoints Authority (ICA)’s top priority against any potential threats to Singapore. With security checks coupled with large number of travellers using the checkpoints at the same time, traffic build-up is inevitable and delays can be expected. Travellers should factor the additional time needed for immigration clearance into their plans. Before setting off on their journey, travellers are reminded to check and ensure that they bring their rightful passports with a remaining validity of six months or more. During peak periods, ICA has encountered many instances of travellers turning up at the land checkpoints either with a wrong passport, or without a passport. Such cases will cause unnecessary delays, add to traffic build-up and inconvenience other travellers. ICA would also like to remind travellers that passports which have been reported lost can no longer be used for travelling even if they are found subsequently. These passports will be cancelled by ICA, and any attempt to use them is an offence under the Passports Act and may be punished by a fine of up to $10,000 or imprisonment of up to 10 years, or both. Passports that have been recovered must be surrendered to ICA within 14 days. Failure to surrender the recovered passport is an offence under the Passports Regulations and may be punished by a fine of up to $3,000 or imprisonment for up to 2 years, or both. Travellers are also reminded not to bring in prohibited items such as firecrackers, “Pop-Pop” or chewing gum. If travellers bring in dutiable or controlled items such as eggs, meat products and potted plants, they should proactively make declarations to ICA officers prior to checks. Traffic Information There were many instances of queue-cutting at both land checkpoints during peak periods. ICA advises against this as it can cause severe congestion and compromise motorists’ safety. Motorists are reminded to observe traffic rules, maintain lane discipline at all times and cooperate with checkpoint officers to ensure a safe environment at the checkpoints. Before embarking on the journey, motorists are advised to check the traffic situation at Woodlands and Tuas Checkpoints through the One Motoring website or via the Expressway Monitoring & Advisory System (EMAS) installed along the BKE and AYE respectively. Motorists can also check the ICA’s Facebook page for updates on the traffic situation at both land checkpoints.   22. Hi bro and sis.. i know this is odd but any one of you guys travelling to Europe or UK this week and coming back in a week time? I was on outstation and had bought a few things for my wife. Unfortunately my luggage was delay and caused me to wait at the counter for nearly an hour. Due to that i could not go to the custom section to get my receipts stamp. If any of you could help do pm me and will gladly do my best to work out something for your kind gesture. Just need your help to get the receipts stamps before you leave any of the EU countries excluding Switzerland. Thank you and may your kind deeds be repaid.   23. This is my bad day.... Was going to JB to meet a client this morning via Tuas 2nd link. Along the way, dashboard warning light came on and off. I stopped my car just after the custom check point. 2 officers, not sure they are custom officials or Atos security, waved frantically at me coming down from the watch tower. I drove up and wind down the window to be met with a intimidating man in blue(Bayee Sing) who raised his voice asking me do I know that is a non parking zone? He was so mad and asked his partner to take my car number. I tried to explain but he appeared so pissed and instructed me to make a U turn back! I made a U turn back to custom not know what to do. An Atos security came towards me and i told her what happened. She took my passport and went into a room for sometime. She came back and told me she will lead me towards the road back to jb again. My conversation with her seems to tell me that guy shd not ask me to make U turn and has happened a few times already. Here are my qns... Are those guys sitting in the tower customer police officers or Atos security? I did not notice any no stopping markings or signs after the custom check point. Like to know is that so? What is the fine? Demerit points? Stopping/parking illegally is an offence. Such outburst is necessary as a deterrent?
