I don't think any HID is legal unless its factory fitted.

try phillips - not 100% white but does look almost white. Autobacs is the most convenient

Don't bother bro. Once you change the factory headlight to slightly brighter one that's it. Unless it comes as factory stock.

I changed mine to HID and daytime running lights at a workshop. Both of these are not very legal so must be careful. And if you have to go for inspection make sure u go back to the workshop and ask them to make your car legal again. Most of them should provide free service.
