The National Parks Board's controversial purchase of 26 foldable Brompton bikes had been brought to the attention of graft investigators, the Corrupt Practices Investigation Bureau.

In response to queries, the Ministry of National Development told The Straits Times on Wednesday afternoon: 'MND confirms that it has reported the matter to the CPIB.'

Earlier, on Tuesday night, the ministry said it had suspended its assistant director of the Park Connector Network, Mr Bernard Lim, from duty.

It also said that its minister, Mr Khaw Boon Wan, had told a ministry internal audit team to work with NParks to review the purchase of the bicycles last month.

coz different ministry/stat board diff designation.. AD in Nparks could b juz a SM in another.

I saw the CSI work of that HWZ forumer. Damn scary! The amazing thing is that he did it all by himself via the internet thru publicly available resources. Compare that to the Ministry which had way more manpower and expertise and they couldn't even find a single dirt. These civil service people is really jia liao bee.

i got one question, only the procurement kenna charge or the one who giving bribe kenna charge too??

 

not fair that if you bribe police you kenna charge, but if you bribe procurement officer only the officer kenna charge.

I think that's why CPIB is coming in to investigate as there is no clear evidence of bribe/reward offered. And that explains why MND is very smart to word their statement that signs of biasness is present during the procurement exercise. They didn't use the word corruption.

and just in this morning

 

6. NUS Law professor under investigation by CPIB for allegedly being involved in a sex-for-grades deal with a female undergrad.

The corruptibles are just getting more careless now and being caught more often.

i think we may to differentiate giving bribe vs unduly extending favors.

 

in a bribe, both parties are chargeable because it can be proven there is a benefit both party enjoyed. ie the giver escape punishment and the receiver enjoying the monetary gain or sexual trysts. actually i think the peter lim case may arguably fall into this scenario if prosecution proved both parties do the sex deal in exchange for favors for each other. but having said that, bribery via sex is still not commonly accepted notion by the courts. that's probably also why the law student that slept with professor was not charged.

 

in a case of unduly extending favor, it cannot be proven there is a consideration (money, sex) given. hence only the giver is charged because he did not discharge his duties properly. the receiver gets scot free because their is no prove of causation that he asked for the favor. think about sun ho in the CHC case and the bikeshop owner in this brompton case.
