If we complain too much, be careful les they start implementing usage-based charging. Just come out with a law that all current COED cars have to be scrapped and all red plates all need to convert to normal plate. But gov can give chance, old cars owners all have to convert to classic plate with 28 days allowance on the road. Red plate, give you +5 more years for repayment of outstanding amount. VellfireS 4th Gear February 22, 2013 Share February 22, 2013 I read Newspaper that some car dealers (most from Japanese and Korean Car dealers) suggested to linkup COE with car engine BHP, in term of 100BHP as baseline, every 10BHP higher than the baseline, COE price 10% increase, no ceiling, regardless engine capacity and most propably LTA might accept the suggest good idea? then confirm VW sales gone.. Maseratigood 5th Gear February 22, 2013 Share February 22, 2013 COE price is the result of supply and demand of COEs in the market. It is like share price, with COE prices bidded up by dealers. Low COE price also means there are lots of new COEs floating around, potentially jamming up the roads. Tighten COE supply and circulation means price goes sky high. This is easy to understand. Fewer COEs = less congested roads. This is what the govt aims to achieve. These folks are barking up the wrong tree. COE quota controls the number of cars allowed on the roads, this in turn affects the traffic congestions which is the problem LTA wants to solve. The pricing mechanism (eg methods of bidding, etc) affects how the cars under the prevailing quota is distributed among those who want a car. LTA can tweak it to make the rich almost enjoy a monopoly of car ownership, or a more even or balanced distribution among the rich, quite-rich, not-so-rich, etc. Whichever way LTA uses to distribute the available COEs, the total number is always the same ie it follows the prevailing quota. In contrast, an elantra has 130hp, a veloster has 140hp, civic 1.6 has 125hp...If coe is tied to hp, doesn't take a genius to figure out if one will choose the bmw, hyundai or honda. We are the only unique ones paying for COE as though there are no traffic jams in other countries. Moreover, we are already paying so many kind of other car "taxes" such as high fees before owning a car and thereafter still have to contend with paying ERPs, road tax etc. It is just pay and pay. You ask me, just scrap the ARF and introduce COE based on tiered OMV. up to 20k Cat A 20-30k Cat B Above 30k, Cat C. Alternatively, have COE based on the current CEV band. You get three categories as well. Do you realise that $20K to $30k is a VERY small band? Basically only Golf/Jetta and a few others are there. Then $30k and above all same category so Merc C200, BMW 320 will all compete against S class, Bentley, lambo & ferrari. CEVS has more than 3 catergories, neutral, -$5k, -$10k, -$15k, +$5k, +$10k and +$15k. That's 7 categories. Also what is the rationale behind linking to CEVS? It doesn't promote green motoring since all the green cars will compete with each other (in the same category) and all the high polluting cars will compete against each other (in the same category). So if you want to use COE to encourage green motoring then not only would the COEs need to follow CEVS (or some other environemental KPI) but the COE quotas allocated to the greener categories should be higher compared to the not so green cars.
