I personally believed that the white vehicle attempted to overtake/cut into the path of the truck..hence causing the truck to do hard braking which resulted in the splashing of the cement

 

Could be the car jammed brake at the junction (got red light camera) and the tipper truck cannot stop in time and rear ended it.

Whoever reported this was a cement truck accident is obviously quite wrong. From the video, this type of truck is probably carrying soft clay or some other excavated stuff ......

 

 

Near Bukit Brown Cemetery. Won't be surprised if the stuff was from the excavation there.

I dont think so.

 

I think the truck cant stop in time at the lights, bang the white car. U can see the cement splashes starting of the traffic lights. There are also skid marks before the traffic lights.

Yes those are known as marine clay . They can be semi solid like plasticine or semi liquid like in the pic . Most likely lorry e braked and the soft clay splashed forward .
