Cannot blame those who create the loophole... sometimes they don't even know of it for years, until some shocking revelation happens... e.g. the one where developers create huge balconies in condos, while paying low development charge for the space and sell at high psf. You'd think they should be thankful... sometime they thought going to certain countries is like going to a better place but most frequently its not.
