I don't understand WHY motorcycle also kena reduction in quota?

 

Many extend their motorcycle COE for another 10 years too?

 

I thought gov is giving $3500 to those old motorcycle for early scrapping, by right should have more quota instead.

The only problem with this package is if all AD and PI have rebate level same as per current COE level, then all will bid same (because they dont get anything to bid lower) or higher which eventually result in keep on increasing COE unless number of bids fall below quota
