Cat D COE quota has been dropping. LTA has stopped the 10% transfer of de-reg cat D to open cat, but the other big "loss of new COE" is due to COE renewal. Creating two COE categories is a possible solution, but I think that is even more clunky. Witness cat A and cat B. Tiered ARF works well here, IMO. If we assume 200cc bikes have $5k OMV, then 70% are not affected! Tiered ARF is already used for cars, but there has been no study whether it has an impact on high-end cars or not. What I'm saying is that LTA is trying to make more COEs available to the cheaper bikes while keeping the same COE quota. Actually I support tiered ARF because the rich bikers has no issues owning a few expensive bikes and they may only ride the bike once a month. This also take up parking space plus also deprive the needy of owning a smaller bike because of the limited COE. So indrectly, if you want more expensive bikes than you actually need, pay more ARF. In fact many years ago when i was into biking, most of my friend owns 2 bikes. One lousier bike for daily use and another solid bike for touring and ocassional coffee drinking session. Becos at least it is still within reach and it puts a smile on their faces when they push the start button and hop on the seat. Simple things in life, dont squeeze people dead. Singapore already so small and tight. As Mr Tay Kheng Soon has said it, its a punishment and it sows hatred. Dont take the little joy away from an increasingly joyless life. Damn this bike ARF thing. The one who will be happy will be most likely be the one that needs a bike for daily transporation and hoping with this new setup, the coe will drop. It will only agitate the lower and mid incomers. For entry level bikes, most are craps. So, they should at least gibe chan for people to upgrade to better bikes without penalty. Any bike more than 1000cc, they can classify as luxury bike and tax more we don't really care. COEs is controlled right from the start.And the system is flawed, thats why we hv farking $6k bike coe. The reason why COEs wont drop? Becos it is bidded by bike shops. No COE no sale, so the bike shops will simply bid. They dont care. Things will only change if bidding is done purely by end user. Condo parking? That is condo parking. Ample parking space in condo. I have two cars and two bikes so i park lah. I pay for it right? Private property, no impact and no relevance to this, brother. Who really is deprived of private parking? In some policies some happy some are not. Agreed. I am the least affected actually but i am angry. Becos its about Singapore, its about your life and mine. If our leaders dont get it right, we are all farked. Principles, that is I dont care about making everyone happy. I care more about doing it right. So I put the watch thingy on hold and ride while I still able. "Rich" people who can easily pay cash for high end bikes and those that own two, three or more big bikes are few and far between and make up a very small minority. Biking is not a popular hobby amongst "rich" people. The majority of the medium to large capacity bikes you see out there are bought by everyday people who take out loans for them. They dare not said bike contribute to jam. However, they use reason of many years that the taxation of motorcycle has not change. Basically, the GOV want to collect more tax.
