Making ppl pay if they mishandled It is reasonable. It's the most important document for a person here... So they will value it regardless they pay for it or not. So I called ICA and told them they forgotten of me although i have exceeded that age. They told me I fall outside that range and if I want, I either pay or wait foe my passport expiry.
