my PPCDL was taken 20yr ago but I think if the USN vessel was hit on its port side by the merchant vessel on its bow, it means the USN vessel was on the starboard side of the merchant vessel and had right of way. Assuming both vessels making way forward, not in reverse.

 

that being said, the assumption is that both vessels were on that heading for an appropriate amount of time and no deviation from course.

 

Yeah but US vessel is much more manoeuvrable than the other vessel and shouldn't have been playing that close.

Now if as posted recently the US vessel lost steerage control then that's another matter.

But really even then the captain has control over speed.

 

It's a bit like someone using a mobile while crossing the road, getting knocked down and then claiming they had the right of way.

Too late then if you are seriously injured.

BTW, this guy is due to step down in a few weeks anyway.

If a person is stretched thin you think he got budget to service his car, for example. Still do lah, maybe budget type, some things not priority can skip, right? Use cheaper oil, cheong or sub-standard parts, etc etc.

He's a fleet commander hence he's given a budget to work on to manage the ships under him. If their navy claimed they are stretched thin what do you think it means? They will look and review which fleet gets priority and which fleet get less, right or not? I hope this answers your question on ,"how come only this fleet got problem".

If you look at US defense budget their congress are always debating how much they are spending and are always trying to put some of that money on other priorities.

SINGAPORE: A body found by the Royal Malaysian Navy is not that of a USS John S McCain sailor, the US 7th Fleet said on Thursday (Aug 24).

It said the finding was made after a medical examination.

The remains were found on Tuesday by the Malaysian search team while searching waters to the east of Singapore where the guided-missile destroyer collided with an oil tanker.

The body will be returned to Malaysian authorities.

Additional divers from the 15th Marine Expeditionary Unit have arrived in Singapore to support search efforts within the ship, the US Navy added.

Although the US NAvy has Filipinos as crew, chances that it may be from the oil tanker as they are also manned by them. If that's the case, the tanker Capt has a lot to answer for.
