Funny thing about DBSS is that when it comes to eligibility and MOP terms, they follow HDB.

But when comes to penalty, they follow private developer terms.

Can consistent or not?

but they never expect the relationship to fragile -_- -_-

thats hte whole problem with our housing and cpf system.

to get hdb flat, couples have to be married.

to pay for private property using cpf, couples have to be married.

this makes a lot of couples rush into marriage, because in land scarce singapore, hte longer you take to secure your home, the more costly it is.

yet, marriage are fragile in modern day context and many couples go into the marriage for house arrangement without even slightest belief they would break up and considering the ramifications of break up.
