Is that your contention? At 30km it MAY (not WILL) kill the girl, BUT the risk goes up exponentially as his speed increases. There is a better than even chance that had he been going 50, he wouldn't have hit her at all, and then had he been going 50 and did hit her, there is also a chance (and a good one) that she would live. It's the distance between the car and the person who dashed out in front of the car. Like some have said, even if he had been travelling at 50 or 10 kph, if the girl had suddenly dashed out in front of his car, she'd be probably killed. Another aspect, like pointed out by Watwheels is the impact of the crash. Even if she had been hit softly, had she landed on her head, her chances of survival would have dropped. One very notorious place is the area in front of Novena Church right under the overhead bridge. Many church goers refuse to use the bridge, and they just cross the road to get to the bus stop on the opposite side. Problem is, at the road divider area are heavy bushes. Thats why its all about defensive driving... we all drive slowly on roads we are not sure of... we all drive even slower when we know that is an accident prone areas... if the person decides to speed on a road where accidents are prone... then he should be punished serverly... Is that your contention? yes, if she steps out within a close enough range of the car. its not hard to understand. the speed you go AND the proximity of the girl when she steps out is what governs how hard you hit her. So if someone is driving at say 100km/h and a girl steps out 500m ahead she will likley survive as the car will slow enough by then and will hit her at say 5km/h BUT if someone is driving at say 30km/h and a girl steps out 5m ahead she will likley not survive as the car will not have chance to slow enough by then and the call will hit her at say 29km/h what kills is the speed at time of IMPACT not the initial speed. The slower one drives the less chance of death, but just because your driving at the speed limit (or below it) doesnt mean a girl wont die if she steps out close enough to you. Driver - 1) drive above speed limit. 2) Did not keep look out on fellow pedestrains and motorist. 3) might be taking on the phone while driving. 4) might be blasting music and did not focus on road. 5) see some chio bu and lost focus. Pedestrain - 1) Must keep a look out when kids is a round. And make sure the kids are being hold their hand tight by parents or adults while crossing the road. 2) Jay walking (as if they are the king of the road). 3) Assume that driver will see them and slow down for them to cross the road.
