New rules just have to pay nominal fees of S$ 11 (Instead of previously S$ 10 + Additional Transfer Fess (ATF) of 2% of market price of said car)

For 2ndhand car, dealer will price in the amount as additional profit. For new car, govt will get it back in higher coe. Car owners will nvr benefit from such tax changes.

Transfer Fee

For transfer of vehicle registration effected on or after 18 February 2012, a Transfer Fee (TF) of S$11 is payable.

Additional Levy

Cars registered using Categories A and B Certificates of Entitlement are allowed to be transferred only after the first 3 months from the date of registration. If such cars are transferred between the 4th and 6th months of registration, an Additional Levy (AL), if applicable, is payable.

The AL is the positive difference between the Quota Premium (QP) of the relevant car quota category at the point of transfer and the QP paid for the registration of the car.

A transfer of registration within the first three months from the date of registration may be allowed in the event of the death of the registered owner. However, the application may be subjected to Additional Levy.

Note:

If a diplomatic vehicle had been previously registered in the name of a company, an embassy or consular mission, or was registered in Singapore as a "used" vehicle, or is over 10 years old, or had ever been laid up before, it is not eligible for PARF rebate.

The transfer of a vehicle owned by a diplomat, embassy or consular mission, or a deceased owner can only be carried out at LTA, 10 Sin Ming Drive.

It is an offence for the current registered owner and/or the person/company who has taken possession of a vehicle to not effect the transfer of vehicle within 7 days of sale or taking possession of the vehicle.

Same sentiments. Second hand car dealers will just price in an amount for the resale car prices.

if only they remove Coe for second hand car but still restrict to 10yrs of drive starting from its registeration date then confirm nobody would chiong for new cars. those dealers cannot tag the used cars with new car price
