How come folks still hold the argument that whoever can't afford a new car, buy a used car? Did people seriously believe that COE only affect the new car price and not used car price?

Cars in tokyo are cheap and most family has a car that is used on weekend only but parking is very expensive and limited, no seasoned parking for even very senior managers. Public transport is however very good.

They have special train carriage for senior managers instead. [laugh]

Older used cars left a few years are cheaper than new cars and those one or two years old used cars. come 2015 there should be a deluge of coe, and prices should come down.

2005,2006,2007,2008 do have lots of COE to be scrapped, @@ how it goes. Interesting topic here.

I guess there is no straight solution to make everyone happy.

In order to make everyone happy, Car have to be cheaper but if car cheaper every where crowded - no point also...

My Humble view is

1) Allow direct bidding of COE rather than let dealer do it - this way price is controlled within "own means" rather let dealer bid as per their "threshold", Implement fix price for car as well, it will then truly be a competitive market.

2) If the owner bid 100k, he pay 100k, rather to have it tag to cut off price, so everyone technically will do prudent bidding, eg Mr A bid 100k for COE, Miss B bid 50k for the same category COE, both is above the cut off price, thus both get COE EXCEPT Mr A is still paying 100k while Miss B pay 50K...

3) One Car per household(exclude investment), extra car needed is subjected to approval.

Somehow i think this will work but anyone with feedback, please kindly enlighten me with more of your view as well. Together we might be able to have a good solution to it.

May i know how LTA invites you for the focus group meeting? I have written to LTA before but never heard of this focus group thingy.

Wish everyone a great discussion here. [cool]

After all this discussion which had been going for donkey months

Is there any concrete time line when it will be implemented

Or it just another day of discussion leading to nowhere

i think those guys in LTA are smart people, they know MCF people have lots of good and practical ideas to solve the problems. But its precisely LTA guys know this they avoid talking to MCF guys. LTA people like the current system for a simple reason:- it brings them lots of $$$$$$......... :D why would they let MCF folks rock their boat?

the "equality" in the national pledge is an aspiration..as defined by the MIWs

anyway there is no true equality in the world except a perfect communist state..even China and Russia had opened up

The equality we see in having say 40% of the population using 90% of the roads still makes sense / acceptable... but not 5% using 99%, which somehow i feel the current system is heading towards. So while its true there's no 100% absolute equality, there is no excuse to allow the system head toward the extreme of 5/95 [:(]

rich people forms a minority of the population, and no matter how many cars they own can only drive one car at any one time. how is it that they can use the road 95% of the time ?

Cos they can price COEs out of reach of the masses, end up only they have cars to use the empty roads? [:(]

That doesn't even make sense... Only the lowest winning bidder decides what the COE value is. Some of you ah... Talk until like rich people want COE to be high. High COE does not benefit anyone. Just because one is rich does not mean one likes paying more you know.

middle income group are the one govt worry about as their mean income getting higher, which is what we thrived for in the first place...developed countries transport problems are nothing new, cities such as ny, london, jpn, hk and even beijing etc made car ownership cost sky high to resolve their transport system woes..I agreed that only better infrastructure can help Singapore. it easier said than done, govt have to bet on it before it is too late.

Singapore is possibly the only place where conti cars can make profit of S$35k per unit despite slowing sales in the rest of the developed world.

Drive conti very sak ki you know.

My property agent cousin bought a 5 years old 5 series act like he damn A-sai now..

Maybe COE can separate 1 cat for CONTI also.

both your policies do not restrict number of cars.

Policy 1 has a problem of the 50k price.. that one is impossible to set the number correctly. how you know 50k works? Too low you get congestion, too high people complain. Not workable in real life.

Policy 2 is to tax usage lor... dunno if that will work but it will be a drastic change of policy. Actually I am in favour to moving to taxing usage more. I mean if I want to buy a car for my parents to fetch my kid from childcare during 2pm, and for them to go for tea in the afternoons, why should I be paying for such and expensive COEs. A more moderate way to implement Policy 2 is to create 2 cat of COEs. 1 is the normal kind. The second cat will basically need to pay ERP like 5x. It will be like an experiment to get the 5x number correct.

It will be dangerous to just go ahead and implement this as you don't know what is the ERP multiplier to apply. If everyone start to buy cars, you end up needing to up the ERP to much higher to control congestion and the population will be very unhappy.

Sorry i forgot to be explicit. In my examples, COEs remained capped.

I just dont believe that the demand for CoE can remain that high on a fortnightly basis if we adopt my suggestion.

We know it is bidded up becos dealers want to hoard COEs.

The moment we cut this group out with my policy, we wont have a case of demand exceed supply. If we really do, than it is clear that $50k cash upfront doesnt work. Then raise it to $60k cash upfront lor. People complain, too bad. You cant please everyone, you just gotta do the right thing.

But no matter what better than allowing the goons to treat it like a stock market.

Dont be silly , Silly!

And dont turn it into some rich poor rivalry.

The system is far far far from a 5/95 situation.

In a way, if last bidding result is say 100k, the rich still chiong high for next bidding, some not-rich will hesitate, that's why ultimately the rich who see the previous high bid price sub-sub-suay and continue to bid and buy their cars.... :D Without these rich bidders, even though they don't pay what they bid, but the fact they take part is enough to keep the bid price high... No? :D
