yahoo news: ICA officer charged with 35 counts of accepting bribes

An immigration officer was on Wednesday charged with accepting bribes from foreigners in exchange for prolonging their stays in Singapore.

According to the Corrupt Practices Investigation Bureau (CPIB), Mohammed Mustaffa Bin Mohabat Ali, who served as a primary screening officer with the Immigration and Checkpoints Authority (ICA), was slapped with a total of 35 corruption charges in court. He is currently suspended without pay pending the outcome of his charges.

His charges include 22 for corruptly accepting gratification, seven for corruptly agreeing to accept gratification, four counts of corruptly giving gratification and two of corruptly offering gratification.

While working at the Tuas Checkpoint between October 2010 and June 2011, Mustaffa is believed to have granted 30-day social visit passes to Filipino and Vietnamese women passing through in exchange for cash of between $150 and $850.

Investigations by the CPIB revealed that he worked with Philibert Tng Hai Swee, a driver who ferried the foreigners through the checkpoint and brought them to him for approval of their visit passes.

Mustaffa also allegedly enlisted the help of three other ICA officers and another who no longer worked with the agency in his operation. The three were since fired from their jobs.

For each of his corruption charges, Mustaffa could be jailed for up to five years and fined up to S$100,000. His case will be next be mentioned in court on 25 September, and he is out on a S$10,000 bail.

Singapore custom? why you scared? u sure or not.. ive got a friend who got handcuffed by ICA officers for verbally abusing and physically intimidate them...No joke... TRUST ME dun fool around with ICA officers.. they have arresting and detaining powers all the while... If you see carefully, some ICA officers are armed at their counters complete with cuffs and batons and some even with revolvers just like the police...these officers dun play OK...TRUST ME they got teeth...once i "tried" to b rude and grab the passport and drive off..they grab back from me and tell me sternly not to do so cos its rude...and stared back at me fiercely...

so i stare back again...he stared back at me fiercely even more ...nver blink..well i drove away anyway thinking its a one off situation...but i tried again a few more times, u noe what cannot laa...these officers ICA ones are getting more fierce each day, and when i think again wwith all the FTs comin in and out to our country by land hor ....its better they be fierce than kuniang....i even saw a Malaysian FT kena handcuff at the checking area for probably some offence by ICA officers....wow.. really no joke ... even if u complain ah they will c one...if really justified...if 5 CENT TEN CENT THING LIKE shout at you or throw back passport at you they will also c one cos their camera can see you oso and prob who knows record your voice and C who rude first....mai siao siao with SG custom or ICA hor...they got power of the camera okay..with sound...dun pray pray....Now i cannot rude or shout to them liao...

Only, Army, MHA (Police, ISD and CNB) are authorised to carry arms.

ICA officers don't carry arms and if not mistaken, they are plain cloths police offices on duty at the Checkpoints. At every Checkpoints, there are CNB, ISD and Police officers on duties.

The rest are Aetos and Certis-Cisco officers... -_-

$3K for one word [laugh][laugh]

Land surveyor fined $3,000 for verbally abusing ICA officer
PUBLISHED ON DEC 17, 2014
BY ELENA CHONG
SINGAPORE - A land surveyor was fined $3,000 on Wednesday for using abusive and insulting language at an immigration and checkpoints officer.
Malaysian Lee Eng Soon, 40, admitted shouting a vulgar word and "idiot" at Corporal Farmi Al Faqeh, 24, at the arrival car booth of Woodlands checkpoint on May 14 this year.
Investigation showed that Lee, who is a Singapore permanent resident, was driving in from Malaysia with his family at about 7.26am that day to send his two children to school when his daughter's passport could not be scanned due to a system error.
As the children were late for school, Lee's wife told Cpl Farmi to speed up.
Cpl Farmi said he was trying his best, but he still could not scan the daughter's passport after several attempts.
Lee became increasingly impatient and shouted at the victim to hurry up, accusing him of purposely wasting his time.
When the victim replied that the delay was due to a system error, Lee shouted the four-letter word and "idiot".
Asked why he used the vulgarity, Lee refused to respond and proceeded to utter the word "pui" at the victim several times.
Two officers who overheard Lee scolding the victim intervened.
Lee was not arrested but was directed to report to Jurong Police headquarters later that day.
Lee's lawyer M. Kalidass said it was a one-off loss of self-control by his client, and urged the court to take into account Lee's good character.
Deputy Public Prosecutor Tay Jingxi said Lee's plea of guilt had to be balanced against his completely unwarranted behaviour as well as public interest in protecting public servants from verbal abuse as well as maintaining order at border checkpoints.
Lee could have been fined up to $5,000 and/or jailed for up to one year.
