Building more capacity <> less choke point. Moreover, why should non expressway/arterial trunk roads be > 2 lanes? Esp the road has many side road turning on the right. Those truck roads which have 2 lanes, often the lane would ended up with only 1 lane for traffic to move. So in a way it created jam and backflow choke along the road. A very good example is the Yuan Ching Rd/Corporation Dr that area.
