volte is just how voice traffic is carried over on LTE (4G) only, other telco are still using 3G for the voice traffic, though some time later they will shut down the 3G networks and move to 4G too....

If you are near any of the Zym resellers  by Samsung (Plaza Sing or Vivo), It's totally free from $10 admin charges and delivery charges ($5) from online.  Just pay subscription.  Those ah Beng shop reseller tends to charge admin fees.
