can. My unit is second highest floor so I guess they just need to pipe through one floor.

Yes. 

The view of the best stacks is very good. Unblocked view of macritchie. Unfortunately the road noise from the lornie viaduct in front and Marymount behind spoils everything IMO. 

One of my criteria is minimal to no road noise.

Quite difficult to find unblocked nice view and yet no road noise, esp those condo built in heartlander area. Maybe high end area condo then can find super nice view and yet no road noise, but then the condo to the main road would be far. Usually if want no road noise, whether it is HDB or condo, it would be quite a distance from the main road.

Interesting Fact - The two-child policy was a population control measure introduced by the Singapore government during the 1970s to encourage couples to have no more than two children.

It was part of the second Five-Year National Family Planning Programme (1972–75) that was unveiled at the launch of the 1972 National Family Planning Campaign. As part of the two-child policy, the government introduced a set of disincentives pertaining to childbirth fees, income tax, maternity leave and prioritisation of public housing allocation aimed at penalising couples who had more than two children from 1 August 1973 onwards.

Nowadays, with the exorbitant costs of raising and educating a child and the stress and the chores, it will be difficult for many couples to have more than two.
