http://www.straitstimes.com/forum/letters-in-print/charged-parking-at-parks-to-regulate-usage-prevent-abuse

We thank Mr Lee Yong Se, Mr Sia Chuan Han and Madam Jessy Leow Siew Kim for their letters on charged parking at our parks ("Paid parking discourages use of parks", Forum Online, last Friday; "Parks should offer free parking", last Saturday; and "Impose carpark fee at parks only during peak hours", Tuesday, respectively).

The National Parks Board (NParks) is implementing an automated parking system at 18 carparks located in 12 parks from this month.

The selected carparks are in East Coast Park, Pasir Ris Park, West Coast Park, Changi Beach Park, Bishan-Ang Mo Kio Park, Woodlands Waterfront Park, Admiralty Park, Bedok Reservoir Park, Choa Chu Kang Park, Dairy Farm Nature Park, Labrador Nature Reserve, and Springleaf Park.

Currently, carparks serving certain parks which cater to a larger number of users are charged to regulate usage and prevent abuse.

In recent years, NParks has been receiving complaints on the constant misuse of parking spaces in the above parks, where parking spaces were taken up for extended periods of time by non-park users.

To minimise such abuse, NParks has implemented charging for parking in these parks.

We appreciate the feedback and suggestions we have received on the carpark charging and will monitor the situation at these carparks.

Chia Seng Jiang
Director, Parks
National Parks Board

If the park carpark is near housing estate and companies, the carpark will become free parking for all those people. This will deter genuine park user from using the carpark. Example is the Jurong central park carpark. The carpark is always full of cars!

Granted, but there are also many parks which are not near any HDB or workplaces with many staff. Example ECP and Springleaf park. They can implement free parking after 5pm.

Everytime they (or government) implement charging for money, gaining monetary profits were never the reason given.

Agreed, if those carpark not near to any HDB and workplace, actually should have free parking or free parking at certain timing. But i have noticed certain park carpark are used as a storage for car dealers. Lol.

If its true that ppl are misusing these parks carparks, i think those who complained are stupid idiots, now they have to pay also. But most likely they can afford to pay long hours when using these parks, thats why they complained.

Are east coast park and pasir ris park near to housing esates? i dont think so. Few times been to pasir ris park, so many empty lots, but thats on weekdays. But if its weekend and they are fully taken up for long hours, then most likely they are park users going for bbq, picnic or camping. So dunno whether nparks is justify to say these 2 parks (dunno about other parks) carparks are being misused?

Just some generalized crap reason from them... I would also like to know which non-park users are parking their cars at ECP and Pasir Ris park. Are they living at the park? I look at the map, the nearest HDBs are at least 10 or 15 minutes away, with no shelter.

Wouldn't try that. Those nurseries have started wheel clamping vehicles parked there for a long stretch. Seen it with my own eyes.

oops... i should add in a disclaimer: i did that from 7pm to 11.30pm when nurseries already close shop.

in any case, this is a public road, so why do they have the authority to clamp if it isn't blocking them?
