TWO Singapore Land Authority (SLA) officers are suspected of conspiring to cheat SLA of some $11.8 million over a two-year period.

 

Koh Seah Wee, deputy director of SLA's Technology and Infrastructure Department (TID) and Christopher Lim Chai Meng, a manager in the same department, are believed to have created false invoices through various business entities for fictitious IT maintenance goods and services that were not delivered.

 

The transactions, which took place between January 2008 and March this year, came to light after the SLA detected a number of irregular payments in the department where Koh and Lim worked.

 

On detection, SLA made a police report. Koh has since been charged with 249 counts of cheating and other offencers, while Lim, as well as the individuals running the businesses which are believed to have provided the false invoices, are assisting the police in investigations.

 

In a joint statement on Tuesday, the SLA and the Ministry of Law said SLA had in place finance and procurement processes which were in accordance with Government guidelines.

 

'The two officers are suspected of conspiring with each other and with the said business entities, thus enabling them to circumvent the checks and balances in the processes,' the spokesman said.

 

The spokesman added that so far, cash and assets worth about $10 million had been located and secured.

For me I don't understand the mentality here....3 million or 4 million can easily retire and comfortable life already, run far far away, what for want to keep stealing and stealing.....

I thought govt depts had all these checks and balances, audits, and all kind of glorified systems when it comes to purchasing and award of contracts or tenders? How come this kind of things can happen?

 

Goes to show that whatever system of checking will also fail, if the approver is crooked. Better still, in this case there are 2 management staff involved - you sign, I agree/approve - everything checks out okay [rolleyes]

 

I can predict that after this case, there will be even more troublesome procedures rolled out to 'strengthen' the purchasing process [dizzy] It's just more and more trouble for honest folks to do their job.

The defendant's lawyer also quite brave.. dare to represent this kind of pariah who is cheating OUR money.

 

Who's the wise guy who said high pay can prevent corruption??

Pay enough to buy a Merc or BMW, and the guy will start wanting to buy Lambo... [laugh]

 

Pay enough to afford the COV of HDB nowadays, and the guy will start looking at private condo.

 

Pay enough to support and afford a good lifestyle for the entire family, and the guy will start desiring mistresses.

 

It's bound to happen!!

Well on the bright side looks like many PMET IT jobs openings soon in SLA? [:p]

 

well, at least for sure there is an opening for the deputy director and manager position for that department.
