To me, it is an extension of CB but you don't call that CB cause by calling CB, there are things that Govt needs to help business with.

How would they control and enforce all the phase 1 rules if the order expires?

Many amenities are still out of bounds e.g. public fitness corners, benches and tables, playing fields.

Maybe it de-escalated from being a full-blown criminal chargeable offence to an administrative one?
