I don't get it. Our voting population is about 2.1 million. Add another million for ages 7 - 21. We should be 2/3.

And how can it be 70% of 5.7 million when this 5.7 million includes FT/PR and babies and toddlers and the super old who might be house bound or in nursing home as well?

Btw I did get my token but many shops dont have scanner for it yet.

The rest is 1.7m

Why not? Everyone needs either app or token.

Yes.  But the 30% of the 5.7 million are probably not eligible/unable get the token in the first place.

Example.  Very young children.  Elderly in  nursing home (i am referring to those ill ones who are bed bound) plus those home bound elderly.

Anyone with valid ID can get its Tracetogether token.

70% is the minimum take up rate before moving to stage 3.
